for the vtec swap we have a diy section, all you need is a vtec head (d16z6 or d16y8)
a vtec ecu (p28) and some wire to run 2 new wires to the new ecu. and of coarse a head gasket, intake gasket.
for turbo we have tons and tons of info on it. look in the turbo section. but you will be spending around 1500 or more depending on where and how much you can find your parts and also are you going to be doing the work?
for the auto to manual swap we have a diy on it also. you will need to find a 92-95 manual civic and pull the parts from it.
manual trans
manual starter
manual flywheel
clutch kit
manual trans mounts
clutch pedal assembly
manual brake pedal
shifter
shift linkages
clutch slave cyl, and master cyl
clutch hydro line.

well you need to find out why the cel is on and fix the problem, your civic has a vtec engine and vtec will not engage if a cel is on, the ecu puts the motor into limp mode.
therefore your car doesnt have the power it should.

or you can take it to autozone or advaced auto parts and they can scan it for free, post your results and let us know

You either got a faulty TPS (you'd be surprised how often bad sensors are sent out) or there's a load somewhere between the TPS and PCM(ecu). More than likely it's a bad sensor, not plugged in the whole way, etc. though.

Any parts store (Advanced Auto Parts, Autozone, O'Reilleys, Carquest, etc) should be able to get you one. The likelihood of getting two bad sensors is fairly slim, so if you change out the sensor again and the light comes back, I'd say the problem is somewhere else in the circuit.
Also, you could go to a Honda dealership, but you're going to pay cost plus a huge markup. Yes, the quality is better, but the cheap ones will work just as well as the oem one.
