b18c or h22 with a turbo is your only hope of 250whp. uless you want to spend way more money doing it some other way, but thats your most direct routes. h22 isnt a drop in swap, and it can mess with the handling of the car, i would personally go with the b18 and a turbo. hope youve got some money saved up.

250 whp is a LOT of horsepower for a civic because theyre so damn light. Some of the fastest civics in the world are just over 200 and are running 10 second quarter miles. saying at LEAST 250 whp in a civic is like a muscle car guy saying they need at LEAST 500 whp

if you have 7 grand, just drop in a us spec b18c1, swap a b16 head on it, and get a greddy turbo kit running at about 7-10 psi. your CR will be about 9.7. thats perfect for a street car, not too low that you lose all the low end power, but low enough to push that much boost with a decent intercooler.

no 250 isnt too much to ask for but you dont need to say 'at least' because 250 is a ton of HP on a civic. look at it this way. a 250hp civic will beat a 300 hp muscle car in a straight line...hands down..because the civic is mostly aluminium and carbon fiber so its only about 1400lbs. you dont need that much HP to be fast.
