I say suspension, hands down the biggest "difference maker" as far as basic mods go. Don't cheap out on this or you'll regret it. But for the price of the average IHE setup, you could have a killer suspension.

 

lighter wheels...inproved handling, less weight, better acceleration, a tad better gas millage. (maybey)
better tires....more traction, more stability, higher speed rating. also, with a lower profile, you could save a pound or 2.
