Here's a general guide to compression.
Engine—What is a healthy engine???
Compression test results should be as follows:
* 8:1-8.5:1 compression: 150-170 psi per cylinder
* 8.5:1~9.5:1 compression: 170-210 psi per cylinder
* 9.5:1~11:1 compression: 210-275 psi per cylinder
* 11:1+ compression: 250+ per cylinder (highly depends on cams being used)
Your rings aren't sealed yet I presume. Break them in and see what you come up with.

that compression test looks like cam timing to me actually. Reason being I don't think rings would provide for such a uniform comp test. I would run a leakdoiwn test and THAT will tell you right away where you have a problem.
