Depends on your nudget. Central Florida turbo made a 10.3 secone 1/4 mile Si with a GS-R swap...........but obviously $$$$ wasnt a problem. For 10K you can have a low 10 second EG coupe or hatch,

I have a 1994 cx hatch and I love it. You can do anything your wallet will let you to it.
