Pulleys should be the last thing on your mind, you MIGHT get 1hp from them. If you have done everything else on your list of thing to do then I'd say get pulleys.

Not directly, only through what I've read on here and in modding books.

I havent used pulleys directly, but everything Ive heard or read says they arent really worth it.
