Timing issue on D15b7

Default Timing issue on D15b7

ok i changed the HG on it and now when i set the timing and get the belt on tight and spin it once or twice its fine. when i go to start it wont start and line up the timing its off causing the car not to start. why is this happening? am i not getting the tensior tight enough. ive fixed it like three times. plz help
