Default Vtec on toggle

I really can't find anything on how to do this, I have a friend that has this and he swears it's just the greatest and I was just wondering how hard is it to do and possibly how to do it? Thanks

if you have a p06, it can be chipped to make it a p28, and then run the management of your choice. don't half *** your car, by just using a toggle switch you don't get the full effect of vtec, like how your engine provides fuel enrichment, and the vtec changeover point it the same every time, and it is at the point honda engineers deemed it to be the best ( pretty much when the torque curve and hp curve meet)
