Default 89 civic dx

i just purchased a 89 civic dx with the 1.5l in it, im the third owner as far as i know. the guy i bought it from said that the guy he bought it from put 1.6l vtec heads in it. i dont know what this means, also there is a buddy club vtec controller in the car near the shifter, i dont know what this does either. it seems to me that this guy was trying to make it quicker and i may just try to finish this job, it has a really beat up body kit and shaved emblems and all that jazz.
any help i would appreciate.

E

oh yes the heads are off a 91.

Has it been converted to MPFI (4 fuel injectors, one near each cylinder)? The DPFI system which was stock on the DX is not going to be fast even with a VTEC head.
