your hp specs and prices are a bit off, and you didnt include the gs-r spec b18c(1). h22 and b18c-r are both rated at 195. some ratings on the h22 show it climbed to 200 in later years, but most people attribute that to the marketing department more than any actual mechanical changes. and you can get a 180hp gsr motor for around 3k, with a better built bottom end and more aftermarket than the h22, though the h22 has a pretty strong aftermarket, just not as much.

i think it depends on what you want to do to it, N/A, forced induction, but id have to agree with the H22A being a good idea, ive always had a thing for the h22. This one guy in my area had an EG coupe with an H22 swap, and it was sick. Only bad thing I heard is theyre a pain to get in the engine bay and that you cant have a/c because it wont fit.

you can have ac, but working on them is next to impossible. I mean a timing belt on one is a PITA when its in a prelude, let alone a civic. there is almost no room around the motor to do anything to it.

I just like the tossability/handling of a lightweight car too much to put that big of a motor into an already front heavy civic.
