I guess that depends on what kind of street racer you are talking about, but in general, yes, an exhaust is going to give you a different, more sporty sound (depending on what exhaust you get). For me though, my exhaust note is just a fringe benefit of letting my engine breath better and run more efficiently. I would rather my exhaust sound like it did stock but run like it does now, but it's a trade off. A "ricer" muffler isn't gonna help in the breathing area.

they say around 300 or so i think for a muffler, i will still get a sound out of that and performance, right, so an intake, exchaust and header is the 3 that 'link together' so to speak?

I'll smack you if you pay $300 for just a muffler. Cat-back is what you are looking for I think. And yes, Intake, Header, Exhaust (cat-back) are the big 3, the trinity so to speak, of bolt-ons.
