Default Civic VP? HX?

I'm shopping for a new car and I can finally get a Civic (I currently have an '02 Accord), but I've been seeing VP and HX...what are those? Better than EX? Help!

VP is value package... Pretty much comes with no options. The HX has V-tec e, Which is more fuel effecient. Neither are better than a EX.
