Default cruise control problem

Hello i have a 96 civic si (Canadian), and my cruise control doesn't always work correctly. I've seen this issue posted on here a few times, but i've never seen the fix for it, so I thought i would give it another try.

when I hit the cruise button the light on the instrument cluster comes on right away, I haven't hit set button on the steering wheel, and if I do nothing happens.

I've checked the fuse, and theres is nothing wrong with it.
Has anyone had this issue, if so How did you fix it??

thanks

There are several components involved, unless you have a car to take/borrow parts from it can get expensive to just start switching them without finding a diagram and making a diagnosis. Offhand it sounds like the control module might be the first thing to try.
