Should I Chip my ecu?
If you have an obd-2 (96-00) then you can not chip your ecu. However there are a few places that will reprogram an obd2 ecu. Unfortunately no one can reprogram an obd2b ecu. There are plenty of places that you can find chips/programs for your obd1 ecu (jet, skunk2, etc.) I wouldn't recommend any of them as they are generic chips that do not take into account the actual modifications that you have done to your vehicle. If you want to chip your obd1 ecu, then get a custom chip with a program that was created for your vehicle.
How can I reprogram my stock ECU?
OBD2b ecus can not be reprogrammed. This is not a recommendation, but simply a list of resources for reprogramming your ecu.

obd1 is on 92-95 civics, obd2a is 96-98 civics, obd2b is 99-up
each obd has different types of harness plugs and ecu
i have used the dsm t25 turbo from an eclipse several of times, all you need to do is find a civic hx or vx exhaust manifold (they are a 2 piece) only use the top piece and get someone ( metal shop) to make you an adapter plate that will llow you to bolt the turbo to the factory vx or hx exhaust manifold.
as for the eclipse side mount intercooler i say sell it and get a front mount.
the piping you can order off ebay for your car or when its all bolted on take it to a muffler shop and have them make your piping.
you can also use the injectors from the eclipse(with a little modification)

that exhaust manifold is from a ex, so it wont work. ill dig up a pic of what im talking about.
to convert the ecu no its very simple, rywire.com buy the obd2 (a if its 96-98)(b if its 99-00) to obd1 conversion harness, it plugs upto your ecu plugs and allows you to plug a obd1 ecu to it.
