When you have the CEL on with more than one code, the first thing to do is reset all the codes then drive for a while and see which ones reoccur. The ones that don't may be from temporary conditions that no longer exist.

Has anyone changed the engine, transmission, or ECU in the car or is it all stock? Incorrect gear ratio sounds like your transmission may not match the ECU.

Codes 1259 and 0730 indicate problems with the VTEC (pressure switch or solenoid) and automatic transmission (clutches, shift control solenoid, or entire transmission), respectively. These are not emissions code per se, but will prevent you from passing inspection.

Code 0171, running lean, is a bonafide emission issue and may indicate a bad fuel pump, fuel filter, fuel injector, primary O2 sensor, valve clearance, or exhaust leak.

Unfortunately, there is no simple answer to any of these codes. Troubleshooting needs to be done to identify the specific problem (download 96-00 manual at link in my signature).
