Fuel Pump?

Fuel Pump?
So I just had my battery recharged after a week or two of it being dead from leaving my lights on. (I hate that about the old Honda's, they don't beep when you leave your lights on.) Anyways I put my battery back in everything seemed to be working fine then i go to start it and I am left with a horrible surprise that it won't start. It will turn over but not catch and run, I tried pressing the gas and nothing. It's like I'm out of gas but I have a full tank...
Also, after putting the battery back in my taillights stayed on and I had the lights off and I hit the brakes but they stayed on... Any suggestions?

No clue about the tails, I am not an electrical person.. All the positive, negative, ground nonsense gets me confused.
When you put the key into the number 2 spot (right before actually attempting to start it) the CEL should come up, you should hear a slight buzzing noise, and the noise and CEL will stop. That's your fuel system priming. Do you hear that noise at all?

The check engine, oil, and battery lights on the dash should all come on when you turn the key to (II) but don't crank. Then the check engine light should go out after 2 seconds, but the others stay lit. Does your car do that?
Tail lights staying on is probably the light switch on the column. You can take the plastic clamshell covers off the column and unplug the switch to see if the lights go out.
