Double check the bulb. Maybe even switch the bulb to the other side and see if it works there. Make sure the bulb connector is not melted.
Most earlier models have 4 fuses under the dash, one for right low, one right high, one left low, one left high. So if the right low fuse is blown, that beam wouldn't work though everything else would.

I had this problem and I looked at the bulb and one of the prongs on the bulb came off the bulb.
Also, it might be the fuse for that beam on that headlight. Each beam per headlight has its own fuse on the under-the-dash fuse box.
I bet you $100 it's one of the two things I listed that is wrong.
