B18B? Maybe low 16's, possibly high 15's with I/H/E.

Turbo? How much boost we talking? Add 6psi, you might be looking at 50Hp and another 1sec - 1.5sec off of that. Not the best motor in the world for boost though. Unless you can get the swap for next to nothing, it's not really worth it.

 

if your going B18, go B18C1 or B18C5...like sniper said though, unless you can get one for next to nothing
