Scenario: Build Up..
Is that 8k after buying the hatch or 8k before buying?

B16 engine (finding a good deal of course), monster turbo and a monster engine build
if you're saying the base of the car is completely stock, I say also get some KYB AGX shocks and some H&R race springs to help out on supension, and some brembo blank rotors and some Hawk HPS brake pads
find some real cheap used rims locally
8K on a civic for performance mods gives you a lot of potential

I was thinking I would spend about 1K on the shell, and look for a crate engine. Or find a used Acura RSX Engine, and Turbo/Internal work on that.
I was looking along the lines of something more specific. I am sure I will beef up the internals, and do a turbo setup on it, I am just new to Honda, and am unsure what options are out there. Any suggestions would be greatly appreciated.

with all that money you could afford a shell, engine, build, and turbo pretty easily. For specific information I would just search and see what other people have done and to see what works. I recommend a B-series engine because they're the least expensive platform besides D-series, and have some good potential, especially if you are building and turboing.

I'm not sure, that's why I am asking. I have never built a car from the ground up, so I don't know the relative costs of engines. I know there are alot of B series engines...any one in paticular that might be easy to get a hold of, either used or crate, and has good power potential?
B16A, B16A2, B16A3 are all virtually the same motor. They are relatively common and should run you about 2k. I bet an RSX engine would be at least 3k.
Try to get one that's OBD1 (92-95 motor) so that you can chip the ECU easier. If you get OBD2 or OBD0 you'll have to convert to OBD1 because OBD1 ECUs are the only chippable ones. Chipping an ECU is essential to getting it tuned, which is essential to a turbo or build setup.

B18 non VTEC motors aren't as good as B16 VTEC
B18 VTEC motors are better than B16 VTEC
the thing is, they're only about 12hp better, and they are more expensive and harder to find, and have about the same potential
which is why the best bang for the buck engine is probably a B16
