If VTEC runs on oil pressure, does the VTEC actuator control the oil pressure into the head?

If you start pushing it above 4500 rpm or so you should be able to hear a high pitch sound if you listen carefully.

when i reach 4000 rpms i feel the car screaming already & i dont like to push it further.... is it safe to do so?

Yeah, you can take it quite a bit further (redline is 7200, but I'd keep it below 6800). Keep in mind that your car makes peak power at 6600 rpm...
