Default what are?

I was wondering what are some common frozen bolt areas on a 98 civic.I had to get some new tires and wanted to get alinement done and the shop said that the adjustment bolts in the back were frozen and didn't want to risk taking them off.I have already had to replace the "The arm that connects the bottom of the shock to the car--LCA I think"because of frozen bolts.What other bolts are they talking about?not the arm with the spindle.the other one that attaches to it then that is attached to car.If you look at a exploded view of that area the part that has #4 under it.

Don't guess, have the mechanic show you the problem.

AFIK, there is nothing adjustable on the stock rear suspension. If the rear wheels are out of line, it is because something is bent or worn.
