is the catback custom? couldn't you just have them weld a flange onto the header?

Well we need to know the diameters of the two pipes you need to connect?

Also, why are you using a test pipe? Are you racing? if not I HIGHLY suggest you use a catalytic convert.

if theres a gap, i'd bolt the catback on and get a shop to just custom weld a flange/short piece of 3" piping

1. illegal
2. immoral, both because you're hurting the environment more than you need to and it's against the law
3. it makes your exhaust sound raspy

A test pipe only gains you 1hp or less over a high flow catalytic converter, making it not worth breaking the law. If you get caught, you're gonna be in deep **** too.
