need help with throttle body

hey im new on this and i have a 94 civic ex with a auto :( trans the engine is a d16z6 and i took off the throttle body to put on a spacer and a cleaned out fully throttle body now when i start the car it roars up to 2000 rpm not the nice and quite 500-1000 and the engine will also raise up to that level without the throttle cable even attached. all what i did was put on a spacer already took it off stripped the engine out of CC and A/C so that it will be lighter i left in the P/S tho anyways what i need to know is whats going on have i missed a wire or another cable or do i just need to buy a whole new cable?

Is the CEL ON?

The throttle body gasket is not properly seated or you inadvertently forgot to reattach all of the vacuum hoses. Spray some carburetor cleaner around suspect areas while the engine is running. A change in idle speed indicates the location of a leak.

the throttle body has been cleaned very well and let to sit over night with carb cleaner there is no cel on the car and all hose have been attached along with all the plugs in fact i put on new hoses today and yet still the same problem reves up to 2k then jumps down to 1.5k then repeats as if its not getting gas but doesn't die the reson i took off the throttle body in the fist place was because i had gotten a spacer i took that off now im just trying to get it running right i bought two gaskets new for the dealership (only ones on) just in case i still need help with this......also nothing else was touched timing it not off even a degree
