your from Davis, CA? heard those cops are a** there. i've been pulled over once, all they told me was after market exhaust are illegal but in the books it saids if it's under 92 db it is legal. so if you do get one and you know for sure you are under that noise level then you can bring it to state ref but then due to California's budget cut they are mostly closed. maybe you can bring it to a police station and have them check it out and write it off. but lots of people have gotten these tickets

Generally, any noise related tickets are strictly based on local ordinances, not laws. So you can have no problems in one area, go to the next suburb or city over, and have alot of problems. Of course, it's common in all area's that any overbearing noises after dark are against ordinances.
