Two questions. Are Xenon HID kits good and if i bought rims would be difficult to paint a blue lip arond it?

I don't know any "real" HID kits that aren't xenon.... There probably is though haha. And yeah, they should be good..
No clue about the rims.

A blue lip would not be hard to paint. And hid's are good if you do them right.

like how would i have to do the blue lip and shuld i just paint my stock rims black until i have the money to buy rims

Just keep your stock rims how they are until you buy the new rims. Personaly I'm not a fan of painted rims, especially when you do the whole rim. You're going to get new rims as soon as you can anyways, so why waste the time to paint.
I'm not too sure how you would do the blue lip. I'm guessing tape where you dont wanna get paint, and then follow the painting instructions lol. Prime it paint it, clear coat it? I dont know anything about painting lol.
