cut wire brush!!!
Most important thing to keep in mind when painting is preperation...without a well prepared and clean surface area the end result wont look nice...
So I assume the wire brush was used to 100%remove all rust and flaking clear coat...a wire brush on a power drill might be a bit much since it can leave deep scratches in the wheel depending on the pressure and type of brush, I didnt see the video, but be careful about that...or you can use files and sandpaper, or a grinder type thing with sandpaper on a rubber pad attached...depending on the tools you have and how much you want to invest...
Or if they are really expensive alloys you can bring them to a professional paint or body shop to paint or powder coat them for you...if you prep the alloys yourself, you can save some money...or they can sandblast them for you, or whatever...Id call around and get some quotes...

Look on google there are 100s of articles about this...
And no, dont use wire brushes on a drill for plastic hubcaps it will just melt the plastic...just use sandpaper and clean it wellby hand...
