I ordered some $100 eBay halos myself
can anyone summarize how to "seal" them for me?
Go to the hardware store. Get some clear outdoor, weatherproof silicone, the kind you use on windows and stuff. Then around the seem of your headlight housing, were the back and front of your headlight come toughter, go around that with the silicone and cover up the seem, just clump it on and make sure you cover it good. Then let it fully dry and your done.
Just to add to this - make sure it is 100% silicone and ALWAYS clean all mating surfaces with alcohol or acetone (if noplastic is being bonded-to) before applying the silicone RTV.

Also, if you are ever sealing anything that is near a PC (printed circuit) board, you need to use an RTV that is not corossive to copper. Most outdoor-type RTVs outgass when they are curing and this is what damages copper traces on PC boards. For headlight sealing, you are probably okay with the outdoor stuff, but keep this info in mind if you ever need to seal stuff near circuitry.
