Few Q's
1) How do you know what color primer to use when you paint a part of your car? Does it matter? If part of the car used a black primer, would it look different if I used a gray primer on another part?
2) What are the steps to painting?
example:
1. Primer
2. Base Coat
3. Base Coat
4. Wet Sand w/800 grit
5. Clearcoat
6. Clearcoat
7. Clearcoat
8. Wet Sand w/1000 grit
9. Wax/Polish
or was what I just said right? :S
3) Is it possible to paint just a part of a bumper, or should I just strip all the paint on the bumper and start over? Like... if I just do a part, will every bit look different?
4) To get it just down to the primer (don't know if that is possible or not), what grit sand paper would I use, and would it be a dry sand or a wet sand?
5) *completelly unrelated* If I get a new exhaust system will it lower the resale value? Same question, exept for a new header? Same question, exept for a new cold air intake?
Also, please don't give me the crap like "OMGz if u dont know that us shant be painteeng your car!!11!!!!" because obviously, I am just trying to learn. How will I ever learn if I don't ask for help? :S

Maybe no one knows the answer? I would use white primer or gray, black will change theshade of your base coat depending what color it is. But if you really want to find professional answers to your questions, there are a ton of sites on google that tell you step by step on how to paint your car. That's how I learned about it.
I don't want to paint the whole car though... just certain parts. The only question that I really have left is just #2 and #3 now. #2 I could probably find with a bit more looking, but I have been looking for the answer to #3 for a while and I can't find it anywhere.

Painting a part is the same as painting the entire car. Just sand with 100 until its a dull smooth surface, sand again with finer paper, prime, wet sand, paint. You can do smaller parts with spray cans and get a good enough look. Theres a DIY on painting parts in the forum.
