question for those with 04 05 civic factor fog lights

for those of you with 04 05 civics that came with factory OEM fog lights,
i was wondering if you are able to turn your fog lights on and off with out having your head lights or parking lights on?

I think you can, but you have to sit there and hold it and pull it towards you...why would you want that anyways?
