peeling and cracking is from bad prep work. not using the right additives or primers in the paint. like a bumper is plastic so it needs a flex agent in the paint in order for it to not crack when something hits it at a low speed or something. then just adding bondo to fill holes etc. bondo cracks and falls out of the repair. bondo should only be used to make the area smooth and hide small imperfections, not to hide dents and holes.

basically it all comes down to useing good quality products, do excellent prep work, and have the person spraying it know what they are doing.

how big of a hole? the best way is to weld in new metal to make a solid repair, gring it smooth. and fill in the low spots with a body filler, sand it smooth, prime and paint.
