Default Wheel well rust and bumer displacement

I'm not sure if this is the right spot for it, but my wheel wells have some rust and the bumper is starting to sag or move where it meets by the wheel well. I don't know if this is related or not, but its not good. Does anyone else have this problem and what did you do to fix it.

I'll post pictures of it tomorrow, I just let my camera's batteries ran out.

i'll have em around noon tomorrow.

I should correct that its not really the wheel well, but the lip around it. If I'm explaining that right.

heres the first set of pictures.

the rust follows the body panel back a bit. I am planning to try to de-rust that area this summer, but i'm just worried that it'll affect the bumper and how it is on there.

hows that? Not giant like before, but you can still see the details.

the only way to really get rid of it is to cut it out and weld in a new piece, do some body work and such...to slow it down you can just soke it in rust check for now

Will grinding, rust tx, body filling, and re painting it work like cutting it out and welding it?

it doesnt look bad enough to have to cut it out. but just to grind it down and use body filler should work.

will this affect the hang of my bumper at all? I'm just worried that when trying to fix the rust I'll mess up stuff that connects the bumper to my car.

see those bubbles in the paint that usually means the rust has eaten through the metal..well not usually but thats what happened with mine.. anytime there was a little bubble in the paint the rust had eaten through the metal.. even ussin rust remover and junk its not gonna stop it.... i should have just welden a new peice on because after all the work i did with mine i have it in the same spot... it still is bubbling and there is still rust.. so welding new metal is really the only way to go.
