Window Crank Broken for 95 Honda Civic HB

I am looking at buying a hatchback civic as a project car. The price is good and everything is ok, but windows are a problem. This is what he said:
"You can fix the driver side window. It does come down but not all the way and it pops out from the rubber frame and you just have to pop it back in.
The other side is sealed and from the what i know is that you need to fix the frame."
The windows are manual. I am a little hesitant about this and anyone have any idea how to fix this?
