Yes there is.....Studio 9 by Pinnacle is about the best software out there for video editing. I use it, and it's very user friendly, and very easy to use.
Now some of you out there are saying "there's better video editing software than Studio 9, such as Adobe Premiere". I agree, but unless you wanna take a university course on how to use it, Studio 9 is your best bet. I originally bought a copy of Adobe Premiere, but when i looked at using it, you can spend a few hours just making up a menu or title page. So I switched to Studio 9 and I got my videos edited in no time, instead of just sitting around reading up on how to do it with Adobe Premiere.

Just for your info, Pinnacle was started up by a few employees that worked on Adobe Premiere, so they know their stuff, and wanted to make it easier and quicker to use.

Adobe photoshop album is free, just update your Adobe Reader to get it. I never liked it much but some people do. What I like is kodaks easy share software which is also free. It has most of your basic editing and you can share your pictures on Ofto.com without sending people huge attachments. You don't have to have a Kodak Camera but, it's great if you do and it's really easy to use. It really depends on how much you want to be able to do. You know what they say. You get what you pay for.
