Yeah, it can for sure, that's why I did say "looks like"
The car just does not seem to have ANY damage, and this immediately made me thinking about photoshop and looking for other clues.
And I did not realize this is a tow truck - now when you said this I see it clearly - so probably it's not a photoshop, too much work to build this, for no reward...

 

Only you need a crane not a tow truck in this case.

In the picture of that car in the pool, i'm wondering if they don't have a crane nearby or coming as seeing theres a guy with a hard hat talking to the owner. You usually don't see tow truck drivers wearing hard hats.

110% positive. take a closer look at the water and the crane arm. and the background compared to the previous frame.

 

^ that and the water isn't even disturbed by the massive crane falling in it

 

The last frame was taken from the different place, btw...
