I know he is in KY and know a round about area but if you have ever been to western KY then you would know that **** hole is damn near impossable to find anyone in.

Get with is ex and find out where he is. Get the address and verify he lives there. Contact him one more time, via 'Registered Letter' stating he has 5 business days from the receipt of this letter to return the CORRECTED title to you OR he will face charges of theft AND that you will also file suit against him in Small Claims Court for $4,200 plus damages and court costs. if it comes to that, make sure you have all receipts for your $3,500 you spent.

If he doesn't respond, then CALL THE POLICE. Report that he has STOLEN YOUR PROPERTY and will not return it and that you have contacted him on SEVERAL OCCASIONS and he will not return your messages. Then file your Small Claims case. It will probably cost you a few bucks, but either getting your title back OR your money is well worth it.
