I'm not sure he would've won. I think there are other more suitable candidates than him. Guiliani, Clinton (her not him) and there is rumor that Governor Pataki is running also. Senator John McCain is eyeing a run again.
However, Arnold cannot run because he was not born in the US. He is by the way introducing legislature to ammend this rule and allow foreigners to run for president.
