Disagree. I wanted HID's but didn't want ugly ricer projectors. I don't think I should be fined. But I have mine pointed down and turn on my low beams, which aren't HID's, when someone else drives by. I do think people who have them pointed pretty much at the same level as high beams, and keep them on even when someone else drives by should be though. That's just annoying and dangerous for others.
then do it the correct way and retrofit for HID's. You dont have to get ricer lights, you can use your stock lights, just with a retrofit. otherwise, your blinding drivers. If you only have HID's on your high beams and you flash down to low when other cars are comming and the lows are halogens, thats fine, but when you got ******** who have hid's in reflective housings who are driving tword you, you really cant see much of anything. if i diddnt love my car so much or want to risk anyone getting hurt, i would smash into him, just because wether i did it purposly or not, it would be his fault because his illegal headlights are blinding other drivers. it isnt right that other drivers have to risk seeing while driving just so they could look cool with their hid's.. to me, unless you do it right, its no better than ricey halo projectors because your just doing it for the look. the light is scattered, and goes everywhere... so basicly, the only use for hid's in reflective housings is for looks because you have the same amount if not LESS visability. so i personally would consider hid's in reflective housings rice. just because its retarded and serves no purpose besides looks... and those looks can end up costing a life.
