I say fight it especially because he was 2 cars behind you which means his vision was impaired by 3 vehicle and that is a huge distance to assume you're tailgating another car which would be now 4 cars ahead of the police officer aka the car " you're " tailgating
Also you could sate that you reved your engine because the car behind you was tailgating you, which the cop should have seen more obviously instead of paying attention to you. You could also state that he has pulled you over several times now to for no reason and hasn't been able to pin anything on TILL you reved your engine.
You might be able to state how he's also been after your friends aka anyone with a japanese car, but I'm not quite sure how you'd state it. You have plenty of time to fight it so make sure you have a decent story and have all the facts on your side. Plus Drag it out as long as possible.
It might even help to write all this down EVERYTHING even if it sounds insignificant just in case so it appears your mind is just as fresh as when he gave you the ticket 2-3 months down the road.
Remember ADMIT TO NOTHING. If you admit to nothing they don't have your confession. aka " I guess i could have been doing over the speed limit " you now just admitted you ****ed up.

Nah I'm just able break it down. If I was a lawyer the advice I'd give him would be a lot better. Plus my grammar is the ****s.
