My car is 5spd but for some reason I am only averging 23-24max in the city. I have replaced my spark plugs, always change my oil, a checked my tire pressure. What else should I check.

that sounds about right for city driving. you're prolly sitting at stop lights a lot right? when you arent moving your getting 0mpgs at that moment. with all the accellerating and decellerating you do on urban and suburban streets those are probably about right.

Try your fuel filter and 02 sensor. these mpg. Synthetic oil also helps.
