Exclamation 1991 Honda Civic Sedan - Seat Belt Light

I love my little 1991 Civic, but it is giving me some trouble! I took it to a mechanic, and he worked for hours on it and could not figure out what to do...he suggested I check out a chat room...so here is the problem:

My car has automatic seat belts, and recently, the seat belt light started to blink, but both the shoulder strap and the lap belt are fastened! Not only does the light blink, but there is also a beeping noise that does not go away! My mechanic tried to find the buzzing and just cut the wire, but he cannot locate the buzzer. He even called the Honda dealership, but they no longer have any of the schematics for the '91.

Can anyone give me advice? I would really appreciate not having to listen to the beeping anymore!

Seat belt control box is on the hump in the center of the floor of the car under the dash at the firewall. When mine started making false alarms, I opened up the box and replaced the one electrolytic capacitor inside and it worked again.

Honda supposedly has a lifetime warranty on seat belt issues like this. Of course you would need to find a dealer willing to give you the time of day on a '91 model. "Unofficial copies" of the diagrams are readily found on the internet.
