Default 1996 A/C Rebuild Problems

I just replaced almost the entire AC system on 96 Civic. I replaced the Sanden Compressor with Denso compressor, the Dryer, Condenser, Condenser Fan, Evaporator, Expansion Valve, High and Low pressure hoses to compressor. Pulled a vacuum and no leaks. Replaced the Freon. (done by AC service center). Compressor would not turn on. Thought it might be the Relay switch so pulled it and put in bypass relay and compressor came on and worked properly. Went to NAPA and purchased an new AC relay and replaced it. The compressor however will not work. Did this with second relay from OReillys and still not working. The compressor will work with the bypass relay with no issues. AC guy was at a loss and I am a novice at this so I have no clue. I would like to figure this out as I want to work on my own cars but this is beyond my limited knowledge on vehicles. Does any have a suggestion beside taking it to the Honda dealership?

I'll try to look into it on Monday. Right now I suggest looking at the wiring diagram. Since the relay is not being actuated it's something upstream of that. See what triggers it and what may be preventing it from triggering. A Haynes manual has the needed diagram I believe and if you want to work on your own civic you should have that manual.
