1996 Civic EX auto overheats

1996 Civic EX auto overheats
It has a new radiator and water pump. Temp guage will go all the way to the top after 20 minutes of driving, after coming to a stop. Needle goes down a bit when I start moving again. Neither one of the fans have ever come on, I have owned it a little over 1 year. After the engine has been idling for a while with the radiator cap off, there is a constant steam of bubbles coming out the radiator only when the coolant is hot. I tried to test the radiator fan by hooking it up straight to the battery, big sparks! no likey!
All fuses are good also, but why the sparks testing the fan?

Fans are coming on for a couple seconds then off. I have never heard or seen them on before. I had a 94 Civic withs fans that would be on all the time. I seem to be losing coolant slowly, but I don't have any leaks...

Not sure why the fan testing is sparking. It probably sparked a little once you made the direct connection to the battery. Somewhat normal IMO. How are you testing it? You can test the switch by sticking a paperclip in the harness and essentially jumping the switch. Do this with the car off and the keys out of the ignition. If the fan is turning on and off, you shouldn't need to test the fan, that is working obviously. Maybe the switch is bad?
constant bubbles means a possible head gasket failure. Is you are not leaking coolant, you are burning it, no other place for it to go. That's another sign of a bad head gasket
