Is it auto or stick? Auto- make sure you are in park - Stick- make sure you neutral safety switch is working properly. If you have manual transmission, you can try push starting it. Also, it can be your starter going out.

Internal lights and chimes don't require much current, so a "dead" battery would still power this stuff. I'll agree with gwl, assuming your new battery is good.

it could probably be the fuel pump. and if it isnt turning over, it could probably be the starter b/c it would turn over if the starter was good... if itwere a dead battery, or.. dying, the interior lights would be dimmed, and chimes would be distorted. and with a dead alternator, the battery probably wouldn't have enough power to keep the lights & chimes working good, so im assuming the battery, and alternator are good. a safe bet would be fuel pump, sttarter, or a distributor cap maybe?

Test the starter and battery seperate from the rest of the car's wiring first. Do this with the key off, car NOT in gear, and brake set so it won't move should the engine turn over. Disconnect the little wire at the starter and jump from the big terminal (from battery) to little terminal on starter. The starter should engage and the engine turn.

Now if it doesn't turn, it's either bad connections at the battery, starter or somewhere inbetween, dead battery, or bad starter.

check out your fuel lines and fuel pump, is the car completely silent when u try to crank it? or does it bark? lol. if it barks its probably ntohing to do wit your battery, i would check these. (your whole fuel assembly) , your starter - ignition. etc..

1998 civic automatic will not turn over...NEW battery

1) problem began after simply checking air filter and removing battery terminals to check and clean
2) now when battery terminals are attached .....the outside( at headlight)turn indicators come on and slow flash
3) when door is opened chime comes on and lights flash in dash
4) turn key on and multiple warning lights come on....battery warninglight stays on but CEL light now goes off...fuel pump comes on....starter relay clicks...car DOES NOT TURN OVER

TESTED

1) all battery related cables and connections
2) jumped starter as suggested.....starter works!!!
3) all fuses and fusible links
4) ALL connections in engine bay

CAR DOES NOT TURN OVER ?????? HELP
