hmm.... the fan on the driver's side is for the a/c, and that should be on whenever the a/c is running. The fan on the passenger side is for the radiator, and that won't come on immediately when you start the car. However, if you let it idle for several minutes, it should turn on for a few moments and then shut off, especially if you have the hood up. It will only turn on when it is needed to cool the engine down, and once it is cooled down enough, it will turn off. If you have the hood up and heat can escape, it will be off way more than it is on. If your car isn't over-heating, it is probably working. I'm not familiar with a more precise way of testing it, but somebody else may be able to help.

Like the other guy said, the radiator fan really only needs to come on after idling for a long time. It can be tested by unplugging the switch on the thermostat housing and putting a jumper wire in the plug on the car side. That will make the fan come on immediately when you turn the key on. But I wouldn't mess with that unless you are actually having overheating when sitting still. Note that that doesn't test the switch. The way to test the switch on the car is to wait and get the coolant hot enough that the fan needs to come on.

As the others said the second only comes on as needed. I've noticed that it takes about 20 mins or so before the 2nd comes on when you start the car and leave it idling. Of course, when you drive the car and then stop and check, it should come on because of the engine temperature. But if it is not overheating, I'd think the fan does come on as expected.
