Default 2004 civic LX 1.7 manual high idling.

As the title suggests, my Honda idles high when in neutral or when coming to a stop it will reach two thousand roms for about five seconds and then decrease to a normal level. This has been going on since i replaced the head gasket. It's throwing code P0401 which is EGR insufficiency. The only thing I could find online suggested i might not have the OEM intake gasket(which i didn't). So i replaced the gasket, but the problem and code still persist. I've tried burping the cooling system with the heat on. Still nothing. I could really use some help with this. I'm completely stumped and it's probably something simple that I've overlooked.
