Default 2005 honda civic ex key ignition reprogramming did not work

2005 honda civic ex, replaced ignition with used ignition. had new igntion key reprogrammed to car. reprogramming of key(s) says successful. green key light will not go off with reprogrammed key and car will not crank. hooked back up original ignition (that has been taken apart due to key locked in switch, cranking with screwdriver), car cranks. What has happened with key program process, is there a step that has been missed?

FIXED>>>
replaced the immobilizer control unit from old switch, put on replacement switch, reprogrammed keys. Is now cranking up and running
Was not done by Honda dealer. Local locksmith reprogrammed the keys. Honda dealer wanted way to much for same process. And I got a second key.
