Have you checked for blown fuses under the hood and dash?

Are the engine ground wires tight and not corroded?

Is the ECU LED blinking a code?

the guy i'm buying it from got it for his daughter it ran great took it home it sat for about 2 weeks he got it started just to run the car got it warmed up turned the car off and it wouldn't start again i went to help him figure it out the fuel pump didn't kick on so he replaced it and the relay well it would start and run for 5 seconds and cut off and it was backfiring we did the timing belt now it's not getting fuel there is no fuel coming out of the main line that is going to the filter but it's not backfiring anymore(yea).

Do you hear the fuel pump come on when you turn the key on but don't try to start? If the pump runs, the inlet pipe/filter may have fallen off so it is sucking air instead of gas from the bottom of the tank.

If the pump does not run, check that the check engine light comes on and goes out when you turn the key on but don't try to start. If that doesn't happen look for electrical issues. Check the ground wires under the hood on the thermostat housing. Everything related to the computer grounds through there.

There is a check valve; it is built into the pump. The system is quite simple overall. It's also easy to take the pump out through access port under the back seat.

if theirs no fuel coming from the line coming out of the firewall. then maybe the fuel line is pinched somewhere. i dont know if honda civic fuel pumps have a fuel filter inside of them. i used to have a pontiac fiero and it had a fuel filter located in the pump

That's a good point about the line being pinched. Take the back seat out and disconnect the supply line at the tank, see if you can blow air through it to the front of the car. If that's OK you'll need to pull the pump assembly out.

The fact that the pump has been replaced recently leads me to suspect either the new pump was a dud, or something fell apart inside the tank. There's no filter inside the pump but there is a separate filter before the pump mounted on the pump assembly inside the tank.
