92 Civic with 1.6SOHC VTEC No start
I was driving the car on the highway and it shut itself down. I pulled over and car would restart, it just cranks. I have spark, and compression and fuel. It floods the engine almost instantly as soon as I try to start it. Any ideas?

If the timing belt snapped, you would not have spark. Check instead whether the timing belt skipped a few teeth. This is done by checking whether the cam and crank are no longer synchronized at TDC1.

Please give more details about what you have done.
How did you check the timing?
Are you saying that you think the engine won't start because it is flooded? If so, did you dry out the cylinders and then retry starting the engine?
Do you hear the fuel pump prime for 2 seconds when the key is turned to ON(II)? How did you check for spark? Was spark bright white-bluish or weak orange in color?

To check timing, I matched the marks. I tried drying out the cylinders and restarting, after one series I would pull them back out and they would be soaked again. I tried starting while the injectors were unplugged, it would try to start and then die. I used both a spark tester and a spark plug to check for spark, the spark was bright and consistant. And yes I hear the fuel pump prime the system, I had to replace the master relay like a week ago...

Do all four plugs have bright spark?
Is the CEL ON?
Did the cam and crank perfectly align at TDC1 as shown in the diagram below? Note that the pointer on the lower timing belt cover should align with the lone white mark separated from the group of three marks on the crank pulley.
If all is fine, then it's time to measure cylinder compressions. Click link in my signature.

yeah all four plugs are good, I'll re-check the timing. I did do a compression test, I forgot to mention that. 90, 110, 90, and 110 were the measurements. And no CEL that I noticed... I appreciate all your help btw
