94 honda civic dx part location?
Fuel pump cut off sensor... where is this located on the car?

It doesn't have one. Don't know where they got the picture from but there is no such part on a '94 US model.
If your car doesn't start because fuel pump doesn't run the problem is usually the main relay, which is mounted to the side of the car under the dash directly above the hood opening lever.
