95 Civic Ex Coupe 2dr A/C problem
The thermostat is easy and inexpensive to replace yourself.
You would need to do some electrical troubleshooting work yourself to know whether the ECU really is the culprit (see pgs 11-88 to 11-89 of the 92-95 Civic service manual at link in my signature). Did the dealer provide any additional details about the ECU problem?

Thanks for the info. I just picked it up from the dealer and they claim it needs a PCM and AC Thermostat. Is the PCM the same thing as a ECM?? I appreciate your help, I may try and do this all myself. Thanks again!
Sorry, the diagram that I posted is the thermostat for the cooling system not the A/C system. The A/C thermostat is attached to the evaporator under the passenger side dash (see pgs 22-21 and 22-22 of the manual). Start by testing whether replacing only the A/C thermostat fixes the problem.
Yes, the PCM is the same as the ECM/ECU.

hmm i think there blowing smoke up your *** about the ECU i could be wrong. You may need to have it charged with freon id try that before ne thing,.. if its not that alteast your freon is charged and it will be nice and cold when u fix the thermostat. the thermostat turns the AC pump on and off when needed so u may check your fuses to before the thermostat.. but id have your freon charged first
